No, I don’t think it has anything to do with Vatican II. I saw a television program about this priest in Louisville, KY and he said he belong to the Old Catholic Church which is outside the Pope’s authority.

I’m not sure if you’re talking about the pre-Vatican II Catholic Church or if you’re talking about Eastern Orthodoxy.
Vatican II was a reform of the Catholic Church that took place in the early sixties. it did away with the Latin Mass, among other customs. Churches now must have a dispensation to offer a Latin Mass.

Probably Vatican I, not II, or some earlier council that some Bishops neither attended nor accepted. Their web page is where I learned most about them. They claim Apostolic succession (as do Anglicans).
They might acknowledge the Pope as the Bishop of Rome, but they are not in communion with him. Their web page has details and some Catholic web pages also discuss their relationship with the Roman Catholic Church from its point of view.

You’re right it has nothing to do with Vatican II.
The Old Catholic Church began in the 1870′s (?) in Europe (Germany/Austria/Switzerland area) and broke away from the Catholic Church because of doctrinal differences like papal infallibility. So they are not in communion with the Pope in Rome. They’re basically what the Catholic Church calls a “schismatic church” in a way similar to Eastern Orthodox churches. I think the Old Catholic Church his in a dialogue with the Vatican to resolve differences..
