How much control should church leadership have over an individual’s personal outreach?

Question by LaLaLa: How much control should church leadership have over an individual’s personal outreach?
Like for example an individual wants to go speak or sing at another church on Sunday, a person wants to write a religious blog or articles, a person wants to lead a group of people in some type of outreach in the public…should should leadership be involved or discourage this type of behavior?
I should add what if you are part of church leadership? Church heads tend to be more controlling of those who are involved in church leadership…

None, let people find their own way. One way will never work for everybody.

Is the Church due the same forgiveness that God would supposedly afford to individuals?

Question by Ed: Is the Church due the same forgiveness that God would supposedly afford to individuals?
Specifically, if the Catholic Church repented of its “sin” of covering up the problems with pedophile priests and just moving them to other locations to continue their offenses against other children, should it be forgiven? What sort of penance is due from the Church for its misdeeds? Should there be forgiveness in this example? And, I am not talking about civil or criminal liability, here (the Catholic Church cannot avoid that). I am talking about spiritual liability.

What is the appropriate response from its constituency that supports it?
